Farmer pays him the money because the former
Farmer paid it. The present Farmer objected to
the payment but finally agreed to make it, as
I am informed, to avoid offending Sir K'ai.
The Pawnbrokers Guild pay Sir K'ai $600 per
annum. Sir K'ai is not the legal adviser of
the Guild and does no legal work for it. The
payment is made, I am informed, because it has
been customary to make it and to discontinue it
might cause trouble with Sir K'ai.
An examination of the books of the notorious
Sze Yep Association, which was so prominent in
the recent boycott of the Low Level Tramway
Company, revealed an entry of $200 as retainer
to Sir K'ai Ho K'ai. The date of the entry is
almost at the very time when the Society was openly
defient of the Government, and was so closely
associated with the Government of Canton that
it was practically managing that administration
from the Colony.
The Chinese restaurante retain him by an annual
fee and two dinners. He does no work for them.
3. In the course of the enquiry the books
of all the Registered Societies in the Colony have bee
exemined without the discovery of fees to Sir K'ai
except in the instance mentioned in (c). It is quite
possible however, that such fees are not entered in
the books and the payments to which I have referred
show a strong presumption that the rumour is not
without foundation.
